The Master of Public Policy in Education Program (MPP) invites you to attend a brown bag lunch colloquium entitled "The U.S. Department of Education: A View from the Inside."  

April 3: Noon-1:30 p.m. Payne 205

We will be joined by Dr. Kerri Briggs, former assistant secretary of education, Dr. Catherine Freeman, former deputy assistant secretary of education, and Mr. Chad Colby, former deputy assistant secretary for communications.

About the presenters:

Kerri Briggs currently works for Washington DC's deputy mayor for education. She is the former assistant secretary for planning, evaluation and policy development in the U.S. Department of Education, Office of Elementary and Secondary Education. In that capacity, she worked on K-12 policy and regulations pertaining to the No Child Left Behind Act of 2001 (NCLB) and the Individuals with Disabilities Education Act. In 2001, she joined the Department as a senior policy adviser working on the review and approval of state accountability plans for NCLB. She also helped write the original regulations and non-regulatory guidance for implementation of the law's accountability, assessment, flexibility, and teacher quality provisions. A native of Midland, Texas, Dr. Briggs earned her B.A. in political science from Stephen F. Austin State University, and holds an M.A. and Ph.D. in education policy from the University of Southern California.

Catherine E. Freeman is a Senior Program Officer at the National Academy of Sciences working with the Committee on Advancing Social Science Theory: The Importance of Common Metrics, the Standing Committee on Social Science Evidence for Use, and The Role of Language in School Learning: Implications for Closing the Achievement Gap.  She came to the Academy after serving as the Deputy Assistant Secretary for Policy in the U.S. Department of Education where she advised the Assistant Secretary on the formulation, development, and execution of PreK-12 policy. Prior to her appointment, Dr. Freeman was a Senior Policy Advisor in the Office of Elementary and Secondary Education where she managed the implementation of the accountability and assessment provisions of NCLB. She began her career at the Department as a Research Associate with the Annual Reports Program at the National Center for Education Statistics.  A native of Maryland, Dr. Freeman has a Bachelor of Science from Vanderbilt University, a Master of Education from the University of Texas-Austin, and a Doctorate of Philosophy from Vanderbilt University.
 
Chad Colby joined the U.S. Department of Education in 2004, and served as the deputy assistant secretary for media affairs and strategic communication from 2007-2008. Mr. Colby directed the media specialists and press secretaries on strategy, planned trips for the Secretary and senior officials, and managed the team which organized the Secretary’s events.  Prior to joining the Department, he was assistant to the Florida Commissioner of Education where he worked on the implementation of Governor Jeb Bush’s “A+ Plan,” and from 2002-2004 served as the regional press secretary at the Republican National Committee. A native of Bloomington, Illinois, Mr. Colby graduated from Florida State University in 1994.
